Research On Chinese Rural Social Assistance

In the contemporary society,social assistance as the most fundamental and most important part of social security, has been a rapid development and constantly improve.All countries according to their own national conditions and tailored to the social relief system.China is no exception, as early as in the planned economy era, countries with the combination of collective economy of rural social assistance system has appeared. But due to the rural economic system reform, the original rural social assistance system appeared a large institutional gap. So we need to reconstruct rural social assistance system in the new environment. Since the mid- 1990- s, Domestic rural areas began to gradually establish the lowest social security system, particularly difficult family assistance system and rural medical assistance system, system of five guarantees assistance and disaster relief system has been more developed. In general, across the country in the process of development of rural social assistance has made considerable progress. But compared with the urban social relief, China’s rural social assistance in terms of policy making and operation still has certain gap with urban social assistance. Especially in the rural residents to enjoy the assistance system of coverage and relief standard, there is plenty of room to improve.This paper first introduces the related concepts and ideological basis of rural social assistance; And then describes the rural social relief in China from overall situation, including rural social relief system in China, development history and current situation, etc.; Then through field sampling survey, the author in the wujiang area on the basis of the analysis of the results of the questionnaire, the problems of rural social assistance in China are analyzed; Finally, on the basis of the successful experience of other countries for reference, the problems of rural social assistance in China put forward the solution.Rural social assistance is one of the biggest livelihood projects, it is much more than life, maintaining stability, more related to agriculture, rural areas and farmers, to resolve the problem as well as an important way of government to share its social development dividend. Therefore, we should be careful to consider the rural social assistance policy, should pay attention to if the rural social assistance policy is strictly enforced, and continuously strengthen the standardized management, in order to build an impregnable security life to the rural villagers in China.
