Study On The Improvement Of Social Assistance System In Poverty-stricken Rural Areas In Western China

As the last piece of wood in the "Bucket Effect",the living conditions and prospects of the poor population reflect a country's social equity and social justice,affecting a country's social development level and economic development rate,also shows the country's strategy and political mind.It is the declaration and responsibility of the Chinese government to comprehensively eliminate poverty and guarantee the basic right of subsistence and development of every citizen and realize the historical mission of building a well-off society in an all-round way.In the process of achieving this goal,as the "Pocket Bottom" and "Safety Valve" of social security system,the social assistance system plays an important and indispensable role.By the influence of history,geography,politics,economy,society,culture and so on,the economic development of rural poverty-stricken areas in western China shows the status quo of "restricting much,developing slowly,innovating less and wide in barrier".Correspondingly,the social assistance system in rural poverty-stricken areas in western China shows a relatively slow pace,a relatively low level,relatively weak effect and more monotonous.In contrast,urban social assistance system is becoming more and more mature and the level of protection continues to rise,with a variety of forms.Social organizations in the eastern part of rural areas have mushroomed and the social forces are in full swing to participate in social assistance.This thesis summarizes the development process of the rural social assistance system,analyzes the development characteristics of the social assistance system in the rural poverty-stricken areas in western China,and compares the advanced experiences in the United States and India.Exploring the dilemma and opportunity of the development of the social assistance system in the rural poverty-stricken areas in western China,this thesis points out that the government should play a leading and limited liability role in the rural social assistance system in the western part of China.We should actively guide and utilize social forces to achieve resource reorganization and asset reconstruction,encourage the participation of social organizations,and promote positive development,comprehensive development and innovation.The main body of this thesis is divided into five chapters.The first chapter is the introduction,which introduces the background of this article,the theoretical significance and practical significance of the study;sums the domestic and international research literature review.The second chapter is a multi-dimensional perspective on the status quo of social assistance in rural poverty-stricken areas in western China.This thesis describes the regional characteristics and poverty index of the western rural poverty-stricken areas,and introduces the historical evolution,trajectory characteristics and constitutive system of the western rural social assistance system.This chapter summarizes the present situation of the social assistance system in the western rural poverty-stricken areas,analyzes the development dilemma and good opportunity of the western rural social assistance system under the current background,and demonstrates that the social forces are promising.The third chapter is empirical and case analysis.This paper analyzes the most direct cause of poverty and the most urgent relief needs of the rural poor in western China by using the research data of "the construction of social policy support system for urban and rural difficulties in China".At the same time,in rural poverty-stricken areas in western China,effective practice of social organizations to participate in social assistance projects has been initiated,such as the "Serve for China" project in rural employment assistance and the "Child Welfare Director" project involved in the relief of rural poor people.Through the case study,this thesis expounds the positive role and the promotion function of this type of social organization in the rural social assistance system in western China,and the possibility and feasibility of its promotion.The fourth chapter is the international and domestic system comparison and experience.In the horizontal comparison,this thesis selects the developed country of the United States and developing country of India for example,sums up the two countries of the rural social assistance guiding ideology and specific measures,but also learn from the eastern part of China's rural areas of advanced social assistance experience,and puts forward the ideas and the enlightenment of the practice of rural poverty in western China.The fifth chapter are countermeasures and suggestions of improving the western China's rural social assistance system.This thesis puts forward the options and ways to improve the social assistance system in rural poverty-stricken areas in western China.At the institutional level,one is to improve the legal provisions of the rural relief system,and the other is to improve the supervision system.In the specific operational level,the first is to optimize the policy design,the second is to enhance awareness,smooth channels,advocacy assistance system,the third is to coordinate relationship between government and civil society,between government and society organizations,the fourth is to improve the rural social assistance in the grass-roots management system,the fifth is to establish a dynamic management system.
