Improvement Of Rural Social Assistance System In The Transition Period

Up to the year of 2004, there was still 26.1 million absolute poverty people population can barely resolve the problem of food and clothing in China's rural areas. We should respect, protect and realize these poor farmers'right to survive and to gain the assistance, because promote the equity and justice is an important aspect of building a harmonious society and is also the foundation to build the new socialist rural areas. Therefore, this study selects rural social assistance system as a target. According to the present situation, the thesis expounds the problems of rural poor population facing during the transition period, summarizes the limitation in the rural social assistance at present.Also, it analyzes the importance and the necessity of improving the social assistance system for the rural poor population. At last, the study discusses the practicable ways of making our system of rural social assistance system perfect in four aspects.The thesis is separated into four chapters :ChapterⅠis introduction, it is divided into: the significance of the subject, the relevant research synthesis and the related concepts. All that is prepared for the successive writing.ChapterⅡdiscusses the problems of current rural community assistance and the new challenges it has to face. The first is the list of our country's rural social assistance policy. In the social transition, the policy faces many new challenges, including the traditional methods for which farmers supported themselves was weaken and the relative poverty was growing. On the other hand, the current social assistance system of rural has many problems: such as lack of funds, management defect, rescue methods inadequate, ect. So the paper emphasizes the importance on perfecting rural social assistance system under the view of current politics.ChapterⅢdiscusses the major substance on perfecting the rural social assistance in transition period. First it discusses in the transition period, government should assume responsibility in the rural social assistance. Then it describes separately the poverty relief, medical assistance, disaster relief, education relief and so on;then gives advise on improve the management, move, supervision mechanisms of rural social assistance. At last,it expounds the ways to build the system of helping each other.ChapterⅣsimple summaries this article and points out the negative points of this essay.
