The Study On The Regionalization Of Development Priority Zones Of The Yellow River Basin

The regionalization on Development Priority Zones (DPZ) which was put forward by the Chinese Government in the "11th Five-Year Plan" is the last type of zoning that would be propitious to harmonize the human being with the nature and the economic growth with resource and environment. In papers which have been published researchers always focused on the area of all over China or a province.In this paper the research will focus on a basin area-the Yellow River Basin Area (YRDA), and the regionalization unit is the county. By analyzing the natural environment, the economic growth, the social development and the challenge to be faced in the YRDA, integrating quantitative analysis with qualitative analysis , the YRDA is regionalized as 5 categories of DPZ, according the capacity of nature environment and resource, the density of development and the potential of development.The primary conclusion is as follows:1. The YRDA has a vast territory, the difference on the natural environment, the economic growth and the social development among units is of greatness.In order to get a precise and reasonable blue print, the number of categories of DPZ should be increased.In this paper a new category of DPZ-Suitable Development Area is added,on the basis of the 4 categories of DPZ which was put forward by the government.2. The main part of the YRDA is located on the Qinghai-Tibetan Plateau and the Loess Plateau.The ecology and environment of these area are very weak, which will effect the ecological security of the larger area, evern the country.Accordingly, in this study the guiding principle will be the environmental and ecological conservation.3. The distribution of all categories of DPZ in YRDA is as follows:The Prohibited Development Area is mainly located on the Qinghai-Tibetan Plateau in the upper of the YRDA.Other The Prohibited Development Area include National Natural Reserve Area, International Cultural Heritage, National Landscape And Famous Scenery Area, National Forest Park and National Geological Park are located all over the YRDA.The Limitted Development Area is located on the Qinghai-Tibetan Plateau and the Loess Plateau in the middle of the YRDA.The Optimizational Development Area and the Emphasized Development Area is located on the Huanghuaihai Plain and ShanDong Shandong Peninsula in the YRDA.The Suitable Development Area is located all over the YRDA.
