Research On Financial Expenditure Policy In Optimizing Our Country's Industrial Structure

Industrial structure is the research focus in the economic field.The upgrade of the industrial structure issues in the development of the economy and the development of the economy stimulates the upgrade of the industrial structure.Such interaction between the economy and the upgrade of the industrial structure is always attached importance by the researchers.But China' s current fiscal policies in expenditure have been underutilized in adjusting and optimizing industrial structure.This paper studys how to upgrade and optimize the current industrial structure of our country through adjusting fiscal policies in expenditure,the purpose is to provide some beneficial suggestions to optimize China's industrial structure during the economic transition.Fiscal expenditure can play an important part in the upgrading and optimization of industrial structure.Firstly,it can support the agriculture.Since agriculture is the basis of the national economy,it is an important task to guarantee the mass farmers to lead a well- being life by improving the position of agriculture in the three industries and accelerating the upgrading of the inner industrial structure of agriculture.Obviously,the construction of agricultural and country infrastructure,the development of science and technology in agriculture,the adjustmentof of agricultural production structure,ecological construction and education,hygiene,culture and the harmonious development of agriculture and society all need the support of fiscal expenditure.Moreover,the development of agriculture also needs the support of government in tax.Secondly,fiscal expenditure can support the secondary industry,which refers to the so - called industry or manufacturing.It is known to all that our industry is big in scale while not strong in strength,and the current industry mainly involves old sunset industry while the new industries is not totally developed,and the inner structure of industry is unbalanced.In view of these problems,it is the most important to develop high and new - tech industries in the structural adjustment of industrial products.However,due to the high risk and long cycle of newly high- tech as well,the market in anjusting the industrial structure has become ineffective,which restricts the development of newly hightech industry.Thus government can offer the discount- interest loans,purchasing support, funds support in technological transformation projects,and favorable tax policies, which can make up market malfunction,and further facilitate the development of China' s high- tech industries,and quicken the industrial restructuring of China.Thirdly,fiscal expenditure can support tertiary industry,the proportion of which in our national economy is too small.Problems still exist in the inner structure of tertiary industry.For instance,compared with the transportation,the percentage of China' s bank and other financial service industries are also fairly low,and education are still relatively backward.Service industry can promote the development of industry and agriculture. Goverment can promote the development of service industry by developing education, cultivating excellent talents,supporting and encouraging faster development of modern service industries,protecting famous brand products and reducing the tax,and so on..
