With the deepen of our country's fiscal decentralization, every regional government fiscal right and administration right are continually expanding. Every regional government just takes advantage of all kinds of means to attract the FDI and other excellent domestic investment for the limited economical resource, and promote the industry centralization to promote the regional economical growth. The district of The Yangtze River delta and Chu Chiang Delta has achieved the great success for the related industry centralization. And recently the middle and west district gradually attract a great deal of enterprises to invest there by the means of completing the infrastructure and improving the investment environment and living environment. The eastern ,middle and western government will have the fierce competition for the limited economical resource considered that the main means to promote the district economical development is still to attract the investment ,and the resource is also limited.In the view of the public finance, the former documents always put the emphasis on the taxation competition. But recently the fiscal expenditure competition around the providing of public goods and public services is fiercer and fiercer.
