Research For The Tertiary Industry Development Present Situation And It's Countermeasures Of Heilongjiang Province

The tertiary industry has become the backup of economy in many countries around the world. Since reform and opening-up, the tertiary industry in our country has achieved considerable development, which can be seen in two aspects as follows: the first is that its size and proportion has enlarged and its contribution to national economy has increased, while the second is that it has become a major way of promoting employment. However, the development of the tertiary industry in our country, in terms of either its size or structure, is not in proportion to that of the overall economy. Moreover, its proportion in national economy is small and its development is lagging as compared to that of the developed countries and even some developing countries. As regards to Heilongjiang Province, as one of the resource-based provinces in the old industry base of the Northeastern China, with its limited resources and demand of economic development, is especially in need of transformation of industry structure and speeding up the development of the tertiary industry.Adjusting the industry structure and increasing the proportion of the tertiary industry in Heilongjiang Province can not only promote Heilongjiang's economy but also solve the problem of employment, thus is an inevitable trend towards the prosperity of the economy of Heilongjiang Province. And this thesis, through analyzing the status quo of the tertiary industry in many developed countries and areas abroad and also in our country and summarizing the experiences, puts forwards some measures for promoting the tertiary industry in Heilongjiang Province from the perspective of solving the structural contradiction and amending the deficiencies in the system and management mechanism, which can be a good reference for optimizing the tertiary industry and ensuring a healthy and sustainable development of the overall economy in Heilongjiang Province.
