Market economy is a competitive economy, and the competitiveness of enterprises is a competition of talents. In order to be in an unassailable position, enterprises should utilize the advantage of Human Resource Management to establish a scientific and effective Performance Evaluation System. However, the traditional Financial Performance Evaluation System shows lots of disadvantages. Those traditional systems are not able to satisfy with the requirements of Performance Measurement at modern enterprises. The Balanced Scorecard breaks those limitations. By the four indicators (financial, customer, process, study the growth), the enterprises can evaluate the performance of strategic objectives duly and accurately. In this paper, the Balanced Scorecard is used to redesign the Performance Evaluation Systems for BN Real Estate company. The potentials of Human Resources are deeply exploited and developed.In this paper, by combining theoretical analysis and practical analysis qualitative analysis with quantitative analysis, carried on the design to the BN real estate's achievements management system. This paper take achievements management theory as research foundation, analyzed the balanced idea branch customs station formation as well as its integrant part, studied the BN real estate environment situation, Including macro economic, profession and region, market competition situation and so on external environment, The enterprise strategy, the company govern, internal factors and so on human resources condition, analyzed the BN real estate achievements management present situation and the existence subject matter and the reason. The real estate achievements management system carries on the design to BN by using balanced idea branch customs station , has cleared off company's strategic target and The plan goes to battle with slightly the map, The union real estate profession characteristic has carried on the company level, the department level and the staff level goal decomposition, has studied and determined various stratification planes inspection cycle, has carried on the analysis of divided the work, achievements training, the achievements communication and the improvement specific measures to the organization when carries out the new achievements management system. .In the end of the paper, proposed the safeguard mechanism of BN real estate when carrying out the achievements management system to guarantee the new system's effect by striving for the value of high-level, establishing the system of organization safeguards, building achievements guidance cultural atmosphere.Achievements management system design and implementation based on strategic is the enhancement of business management method , This also needs to go in the management practice to be unceasingly rich and to be perfect.
