With the rapid development of the global economy,the radio and the television industry has become an important strategic industry for building Chinese economic system.At present,due to the weak market adaptability of the radio and television industry,the phenomenon of “big pot”,and the strong impact from telecom operators or the Internet industry,there has result the loss of users and reduced income in the radio and television industry.However,the application of strategic performance management in business management can show higher level of management in terms of market adaptation,social responsibility,and completion of business objectives.As a state-owned enterprise in the radio and television industry,C company has to improve the establishment and application of strategic performance management system.Therefore,this paper uses the Balanced Scorecard to improve the strategic performance management system.The improved strategic performance management system will be more comprehensive.And the assessment results can more accurately reflect the actual operation and management level of C company.This paper uses the literature review method to research and summarize the concepts and relationships of the related theories of strategic performance management and Balanced Scorecard,which is pointed out that the research content of strategic performance management system is divided into three parts which conclude strategic planning,evaluation system and system operation,and puts forward using the Balanced Scorecard to analysis of C company's strategic performance management system.Then,combined with existing text analysis and statistical analysis,C company's strategic planning,operating conditions,strategic performance management evaluation system and system operation is analyzed in detail.Subsequently,based on the management interviews and internal and external analysis of C company,this paper analyzes the problems of C company's existing strategic performance management system.For example,strategic performance management system is divorced from strategic planning;the evaluation system of strategic performance management is unreasonable;the operation of the strategic performance management system did not form a closed loop.The reasons were analyzed in combination with the corresponding problems.The Balanced Scorecard as an effective tool for strategic performance management can optimize the problems.After that,the theoretical and empirical methods are combined with the actual situation of C company to optimize the strategic planning and determine the strategic objectives.According to the company's strategic objectives and four dimensions of Balanced Scorecard,this paper draws the strategic map of C company based on the Balanced Scorecard,and uses the decomposition of strategic objectives and strategic map factors to construct the index system.Next,the index is sorted by the priority map to set the index weight.Finally,the operation of the strategic performance management system of C company is optimized and the safeguard measures for the implementation of the system are proposed,so as to achieve the goal of perfecting and optimizing the strategic performance management system of C company.
