According to the analysis of the domestic and international economic situation over the first six months of the year, the government's main task of macro-control in the last six months has been to maintain steady economic growth. While keeping the steady growth of aggregate demand, the government should take more active measures to facilitate the increase of scientific and technical content of the products produced and promote the global competence of the Chinese manufacturing industry. Now we are making our efforts to build a harmonious society, so the public administrations should try their best to promote the joint growth of enterprises and the migrant workers at work. As far as migrant workers' continuing education is concerned, public administrations should take the leading role, while enterprises should take the major responsibilities for organizing training. In order to encourage companies to actively participate in migrant workers' training and improve the skills of migrant workers, the government must understand what the companies' concerns, guide them to attach importance to their long-term interest, and combine their own interest with that of the country and tap into their potential for providing education.The samples in this essay are taken from S Industrial Zone of City A in Zhejiang Province. The focus of the study is on this industrial zone. It analyzes the behavior and psychological contradiction of enterprises and proposes a method of addressing the problem of "migrant workers' lack of continuing education in S Industrial Zone. This essay summarizes the public policies that discourage enterprises from training, puts forward some policies that may enhance their enthusiasm on this aspect, and makes an analysis of the strong and weak points of the policies. Finally, it suggests the adoption of the pattern of running schools by enterprise associations under the support of the government. The essay is divided into five chapters.Chapter 1 is the introduction. It first defines the concept of migrant workers studied in this essay. Then it introduces the research significance, objectives, content and methods adopted in his essay. Through the detailed description of the research content and methods, the objective of the entire essay is more definite.Chapter 2 focuses on the state of art migrant workers' training by enterprises in S Industrial Zone of City A in Zhejiang Province. It makes an analysis of the characteristics of the industrial zone, population distribution, percentage of migrant workers, migrant workers' work, life and present situation of accepting education, as well as the public administrations in the industrial zone. It offers a detailed introduction to the background of the research object in this essay for the readers, as well as factual evidences for the study in Chapters 3 and 4. By analyzing the investigation and statistics of enterprises and migrant workers in the industrial zone, the writer summarizes the reasons why enterprises don't or seldom organize training and analyzes their psychological contradictions.Chapter 3 tries to analyze the deficiency of national policies and public administrations from the perspective of enterprises' behavioral contradiction. Chapter 2 and 3 is the part in which a point is raised and analyzed.Chapter 4 analyzes and proposes the policy support that public administrations can give to enterprises for their participation in training. Through the analysis in the first three chapters, it is expected to solve the issue by giving suggestions to public administrations. Relevant policy support includes support in tax payments, finance, law, etc. For the sake of healthy development of the society and the steady growth of the economy, public administrations should take some measures to provide a sound policy environment, give them support in independently organizing training for migrant workers, and dispel all their concerns about organizing training. Staff training in private companies should be valued in legislation. More efforts should be made to implement laws so as to effectively encourage private enterprises to take part in migrant workers' continued education and lessen the burdens of government investment in this area. Besides providing relevant suggestions, the writer also analyzes the feasibility of policies. While giving support, the government can formulate appropriate motivational measures. These motivational measures towards migrant workers can encourage them to actively accept training and transform attitudes from "I have to study" to "I want to study". The motivational measures towards enterprises can encourage them to actively organize training. In other words, these measures can create the dynamics for enterprises effectively organizing training and migrant workers efficiently accepting training.Chapter 5 is the most important chapter and the highlight of this essay, in which a pattern of running schools by enterprise association under the support of the government is put forward. The writer first analyzes the advantages and disadvantages that companies have in organizing training, then explores how to maintain the advantages and avoid disadvantages, and finally suggests the running pattern. This chapter focuses on interpreting the concept of enterprise association, analyzing the advantages of the pattern and giving suggestions on how to realize the enterprise association. In accordance with the defects of enterprises' favoring professional and technical knowledge in training, it is suggested that public administrations should assist enterprise associations in running schools, including offering competent teachers to them, so that it better satisfies the needs of migrant workers. Public administrations should help companies with education, give necessary policy support to private companies in training and education, guide them to take advantage of the teaching resources in communities or establish local training centers for the education of enterprise staff, as well as create a website for migrant workers to study on their own. By finding a training pattern suitable for companies, the quality of training offered by private companies will be improved and the qualities of migrant workers will be enhanced as well.A good way to boost the increase of domestic consumption is by increasing migrant workers' income and improve their life through the improvement of their skills. Supporting the increase of domestic consumption and making up for the deficiency of external needs by increasing internal needs will act as a force in maintaining the steady and long-lasting growth of the national economy. Meanwhile, the improvement in migrant workers' lives who live at the bottom of society facilitates the long-lasting stability of society. It is a big issue beneficial to the country and people that the continuing education of migrant workers is implemented in an all-round way.
