Research On Assessment And Evaluation Based On Balanced Score Card About "4-Good" Leading Group Of Huabei Oilfield

From the point of constructing leading group of oilfield, this paper studies how to improve the whole efficiency of leading group in all aspects of organization, system, measures and activities. Based on the analysis the leading group construction of production and scientific research units of the oilfield, effects, experiences and insufficiency of the construction are sum up.By using the method of balanced score card, assessment and evaluation of all level leading group construction of Huabei Oilfield Company are analyzed from financial , customer, internal business process and liability & innovation perspective, assessment indexes are then listed. Afterwards, the indexes are compared and analyzed with the"4-good"leading group standards, and different evaluation systems of all level leading groups are concluded.Production characteristic of oil field enterprise lead to the same problems of leading group assessment and evaluation in different oil field. Analytical method, evaluation model, evaluation index and evaluation method used in the paper are not only can be applied in Huabei Oilfield,can be also used for reference in other oilfields.
