During the past more than 10 years, with the development of the real estate market, the property management industry has been developing at a higher speed, which plays an important role in society harmony, economic development, employment increase, city management and so forth. As the property management industry is making progress, the problem that the performance assessment system doesn’t fit is becoming more and more obvious. In the traditional performance assessment system, the profit is so overvalued that the cost must, be reduced in order to guarantee the revenue. With the decrease of cost, the service quality becomes low, which leads to a lower payment rate of property owners. As a result, the vicious circle has formed. How to break the circle? Property management enterprises have tried many ways, among which there is Balanced Score Card.Balanced Score Card is a method for the performance assessment of enterprises in four dimensions. This paper starts with the present status of property management industry, then introduces the performance assessment history and relative research references, and applies the theory of Balanced Score Card to performance assessment. As a result of references research, it is found that Balanced Score Card is an assessment theory and thought. In the application field, its specific indices have to be determined according to the practical situation of enterprises. No existing index system can be used. Meanwhile, performance assessment methods are various, but as for a specific industry or enterprise, the most suitable method is the best.With the introduction of the characteristics, contents and present status of property management and the comprehensive judgment by the industry, histoiy and budget standards, this paper determines the indices of property management industry in the dimensions of finance, customers, internal process, and learning and development. The dimension of finance has four indices, which are widely used. The dimensions of customers, internal process, and learning and development respectively have six, six and five indices, which are selected based on the characteristics of property management. After finishing the assessment system of the above indices, the paper makes a research on H Property Management Company for the verification of the system. In the determination of the weight of the indices, Factor Analysis Method and Subjective Judgment Method are applied; in the determination of the amount of specific indices, the industry indices, history indices of the company, and strategic orientation are used for reference.In the verification, it is discovered that the determination of the weight of indices is influenced by the department where the participants work. Therefore, the adjustment requires to be done by the management according to the strategic orientation. Through the above research, it is concluded that Balanced Score Card is a performance assessment method more suitable for property management companies at present, which gives balanced consideration to short-term targets and long-term development, and internal and external factors. Balanced Score Card is an idea, which can promote the thinking of managers at different levels, and thus improve management and enhance competitiveness.
