Inevitably, how to increase farmer's income has already become the top priority for our great project, building up a Socialist New Country in China. Still, its speed of increase that affects, directly, their living standards and has great relation with the stability and prosperity at the countryside level, and the entire nation's economic performance in a sustainable way of development, needs to gear up. Therefore, to raise their incomes, it is worthwhile to consider its strategic meanings. As a matter of fact, China is big country abundant in agri-economic industry, which makes rising income a core issue of all. So, without the prosperity in rural areas, the goal of building up a fully well-off of the socialist society will be yet to come. In current phase, what is high on our agenda is how to solve this issue providing with relevant solutions by changing the government's role and performance as first concern.In this thesis, it mainly targets at the factors that affect the farmer's income problem and conclude it with systematic analysis. Then adopt the targeting and systematic analysis methodologies, based on the policies conducted by the government, to address this issue with specific case-study at all level. Most importantly, the feasibility and practicability study of these methods is the key to address the problems rising out of the farmer's low income phenomenon. Regarding the content of this paper, it gives the first floor to the argument of the urgency and importance of rising income for farmers, and then finds out the reasons that stunt the development of farmer's rising income based on the reality of Haikou rural, finally, present the solution in the government's serviceability and the policies about to take.
