The issue concerning how to increase the farmer's income is of great importance for the rural economic development in China. It has also been a focus concerned by the Party and the governments. The solution to this issue has close relations to the virtuous circling of national economy and sustainable development of our country. By means of an integrative survey on the existed studies relevant to this issue, in combination with the actual situations of Chongqing, we evaluated the farmer's income status in Chongqing using the methods of comparable and inductive analyses, quantitative and qualitative analyses and theoretical and practical analyses. The reasons responsible to the slow increase of farmer' income was digged out macroscopically and microscopically. Strategies and countermeasures for increasing the farmer's income have been put forward. The main results obtained are as follows.The amount of the fanner's income in Chongqing has shown a tendency of continuous increase as a whole since the reform and opening policy was practiced. However, the increase of farmer's income has been slowed down since 1998. The net income per capita of farmers in Chongqing reached to 2510.41 yuan in 2004, 295.86 yuan more than the previous year and increased by 13.36%. The increasing rate was the highest since 1998, whereas the actual disposable income of the farmers did not increase too much due to the general increases of agricultural materials' price. The constitution of farmer's income showed a change from single source to multiple sources, and the monetization extent was getting higher. However, household management still accounted for the main part in the total net income of farmers. Significant differences existed among the three economic zones in Chongqing and between the cities and the countryside. The net income of fanners in Chongqing was still lower than the average level of the whole country. For example, it was 425.99 yuan less the national average level in 2004. The relatively low income and its slow increase rate not only hindered the improvement of the living standards and living quality of the framers in Chongqing, but also restrained the investment to the agricultural reproduction and the exploration of the rural markets, thus it is apparently disadvantageous to the social stability and to the accomplishment of the goals of well-to-do society.
