China domestic auto market has developed in burst under the circumstances that auto import tax drops, China auto industry develops, auto price declines, and on the other hand, China makes sustained economic growth, average income increases constantly.Auto service industry is facing changed competition environments. Customers demand diversified services on auto maintenance and decoration, which has brought forward more demands upon improving management of auto repairing factories and how to inspire staffs self-motivation to insure company's life and development. This is opportunity for the industry and also challenge.The core of enterprise competition is the talent. Facing the changing market, it is the key for enterprises in this competition how to improve the conditions to attract talents.Concerning the problems of performance management in auto repairing factory of Shuohuang Railway Co., this article is to research and establish new performance management system for the factory based on modern human resource and performance management theories.This new system is going to distribute the enterprise strategy to departments even individuals and frame certain and measurable key performance targets.
