ABSTRACT:The characteristics of natural disasters are urgency, uncertainty, strong destructivity, persistence and derivatives,etc. In order to minimize the loss caused from disasters, the effective rescue and aid measures should be taken immediately. In the course of the preparedness and response for natural disasters, it requires a large amount of emergency materials for casualties’rescue, safe transfer of injuries and deaths, or anti-epidemic work, restoration and reconstruction after the disasters and a range of assistance activities.However, because of a late start of research on emergency logistics in China, the research of emergency logistics network planning and operation is weak. In the actual emergency logistics practice, a problem that supplies cannot meet the needs of rescue activities also exists, which as a result of scheduling issues and lack of emergency materials. In order to guarantee the smooth implementation of the contingency plans and the development of emergent rescue activities, it is necessary to systematically study on the planning of natural disasters emergency logistics network, as well as the reserves and dispatches of emergency materials.This dissertation is based on some relevant projects of Emergency Management Office of the State Council of P. R. China and Ministry of Civil Affairs of P. R. China. By means of on-site research and data analysis, this dissertation conducts a systematic and in-depth research on the planning and methods of natural disasters logistics network from the aspects as:Firstly, the allegorical implications and spatial structure of emergency logistics network is analyzed in the thesis. The main contents of this planning should include the location of emergency materials storing nodes, the inventory model and strategy, as well as the distribution program of emergency supplies.Secondly, regional natural disaster risk is assessed. This thesis also analyses the relationship of varieties of supplies between the varieties and time series of natural disasters. On this basis, a method to determine the quantity of supplies is put forward, consulting the conpound risk for natural disasters and a coefficient of needs for supplies.Thirdly, this thesis analyses the spatial layout structure of emergency materials storing nodes, established a index system for the fitness of sities to be storing nodes. After that, this thesis utilized mixed integer programming theory, entropy evaluation method and mixed integer programming theory to establish an integrated model of the spatial location planning. In which the emergency materials storing nodes is divided into different levels.Fourthly, this thesis analyses the purpose, main contents and idea of emergency supplies reserves mode and inventory control, establishes an emergency supplies inventory control model, solving the problem through a probability density function about the number of injuries. Besides, this thesis also designed a way to determine the inventory for a certain area and each emergency materials storing node.Fifthly, this thesis analyses the difference of distribution between emergency and business, designs a method to determine the sequence for path restoration. In consideration of a variety of transportation modes, this thesis constructs a multilevel transportation network topology. On this basis, this thesis establishes a multi-species mathematical model for scheduling emergency supplies under determining the conditions, considering two or more transportation modes and the shortest possible time for the target. At last, this thesis solves the model and proves its feasibility.
