In the 21st century, the era of knowledge economy, when human resources have become increasingly important for successful organizations, many companies recognize that the human resources of companies are providing competitive advantages. The unique, irreplaceable and uninitiated qualities of the people decide that the human resources constitute the core competitiveness of enterprises in key strategic resource. Strategic management and human resources management is the management of two core businesses, and strategic human resource management is an organic combination of the two products, which promotes the traditional personnel management and human resources management to a strategic height. At present, the human resources strategy has been to become the enterprise's overall development strategy of the core components.From the perspective of the strategic management of the human resources strategy research, the paper covers four contents, including environmental analysis, the formulation of strategic objectives, strategies, the identification of strategic measures and the strategic assessment and control .First, on the basis of comprehensive analysis of the internal and external environment of Hua Chen company, the company's human resources supply and demand has been determined, and the company also has a clear external human resources advantages, disadvantages, opportunities, and threats. The sources of information are the state and local governments' authority sector statistics on the actual data. Secondly, in the human resources strategy ,the formulation of objectives of the integration of quantitative and qualitative methods have been used , the total demand of Hua Chen company next 10 years of human resources has been more precisely forecast, to achieve the premise company human resources specific goals in ensuring the company's development strategy. Finally, the implementation and control of the strategy are the key to achieve the strategic goal .This paper put forward the specific implementation of measures of the human resources strategy concentrating on strategic goals in the human resources system, including organizational building, staff training, pay and benefits, performance evaluation aspects. At the same time, through the strengthening of the organization and strategic leadership the progress of the various segments of the strategies can be ensured and objectives can be achieved.The paper makes comprehensive use of the contemporary strategic management and human resources management knowledge, with the method of linking theory with reality, and is based on enterprises, which has certain value of practice. And the paper makes recommendations for the human resources management of Hua Chen Company .
