Science and technology are the most important and active elements of productivity. It has already been the key and sign of a nation's economic development and prosperity as to whether scientific and technological achievement can be transferred into practical productivity rapidly and effectively. Furthermore, the industrialization of scientific and technological achievement has already been one of the main ways to promote the economic and technological progress . Having its own particular feature and procedure, the industrialization system of scientific and technological achievement is a complicated social system .Starting with the concept. This paper, firstly, presents the meaning of scientific and technological achievement and the analysis to the feature and procedure of the industrialization scientific and technological achievement. Secondly, it uses the theories of organization mechanism as reference to analyze the characteristics and the process of the transformation of scientific and technological achievement. Thirdly, it draws lessons from the successful experience within domestic and international scientific and technological achievement transformation. Finally, it makes the more detailed inquisition to make a further research on scientific and technological achievement and transformating the circumstances in the last five years(2000-2004 years) in CHENZHOU. It puts forward the role and the counterplan that improves scientific and technological achievement transformation environment to provide the decision basis for CHENZHOU local government. At the same time, it also provides the theoretical basis and reference on scientific and technological achievement management for similar cities in the central part of China and other regions to combine science and technology with the economy closely.
