Research On The Interactive Development Of Urbanization And Industrial Structure Optimization In Hebei Province

Urbanization and industrial structure optimization are the inevitable trend of economicand social progress．The industrial structure upgrades continuously，giving economic supportand tremendous impetus to urbanization，which，meanwhile，also depends on the advancementof urbanization．Both of them going ahead interactively，promote the development ofeconomic and social modernization．On the theory of regional，industrial and development economics，the paper grasps thelogic about urbanization and industrial structure evolving interactively，drawing the home andabroad historical experience．Combining empirical and normative analysis，with qualitativeand quantitative analysis，the study，which makes use of methods such as comparison，relativelabor productivity，industrial structure deviation，Grey correlation analysis，Co-integrationtest，Granger causality test and so on，is comparatively comprehensive about the status andprocess of Hebei Province urbanization and industrial structure evolution．The conclusions arein terms of the following aspects．Firstly，since China’s reform and opening-up，with industrializing，urbanization andindustrial structure adjustment，have made great achievements in Hebe Province．However，compared with the whole country and developed coastal regions in China，the currenturbanization rate is still lower，and the industrial structure is irrational yet．The reason is thatthe heavy industry still accounts for a high proportion of the total economy，which consumesenergy and pollutes the environment seriously；in addition，modern service industry developsslowly．As a result，urbanization lags far behind industrialization in Hebei Province．Secondly，in three industries of Hebei Province，the tertiary industry，followed by thesecond and then the first industry，is highly correlated with urbanization．The transform ofthree industries’ employment structure is associated with urbanization more greatly thanindustrial production structure，and especially the relational grade between the tertiaryindustry employment growing and urbanization progressing is the highest． While theagriculture is still backward，because of lower labor productivity，and the higher proportion of employment than the proportion of output value in the economy；the heavy industry play aimportant part in the second industry，which is lack of capacity to absorb employment，resulting in the proportion of employment is far less than the proportion of output value；theco-integration relation does not exist between urbanization and the development of the first orsecond industry．Thirdly，the tertiary industry’s labor productivity is higher，and industrial structuredeviation is more reasonable；the tertiary industry and urbanization make long-term andinteractive progress．However，due to lower labor quality，the traditional service industries’higher proportion，and lagging modern service industry，the growth of the tertiary industryoutput value’s proportion is the Granger cause of urbanization，but the opposite is nottrue．Although it is the interaction relation of two-way Granger causality reflected betweenthe change of the tertiary industry employment proportion and urbanization，the employmentproportion increase’s impact on urbanization rate growth is much greater than the oppositerelationship．Facing many obstacles existing in urbanization and industrial structure evolution inHebei Province，the paper finally gives basic policy proposals，such as developing modernagriculture vigorously，building a modern industrial system，enhancing the development ofmiddle and small towns，changing urban-rural dual structure and so on．...
