Nowadays, the project management is mostly represented in domestical engineering projects as responsibility system of project manager and the mode of project department management. In the field of construction project, the existing problems exhibit mainly in the following aspects: (1) even though the responsibility system of project manager has been carried on in project for a period of time, it does not work actually and falls into modality for the reason of without scientific management system; (2) inspiring mechanism and assessment system are not run in helthiness, personnel in project department work with low efficiency and weak responsibility; (3) the accomplished project runs in bad benefit for the reason that it have wasted materials seriously and ignored the management on civilized construction and environmental protection. Considering the circumstances mentioned above and based upon the examples actually experienced, the paper analyzed the theoretical method of project management and its application in construction engineering. The paper points out that during a project, the project management must be strengthened by applying the modern salary system, human resource management theory, fulfilling the project manager responsibility system scientifically, enforcing the personnel-post responsibility system, settling down the specific responsibility system and inspiring mechanism, with a result that the economic benefit can be related tightly to the achievements of every single person involved in the project.After reviewing the history of project management mode and discussing its actuality and developing trend, the paper presenting the problems and research idea existing in the present project management and analyzing systematically the project manager responsibility system and project department management mode, as well as expatiating the organization module and operation of the project manager system, and the organization framework, mechanism and the specific managing measures for the project department. Furthermore, the human resource management theories employed in project management are analyzed systematically, mainly including the salary theory and salary system, inspiring plan and target management. By using the practical application examples of project management in construction project to illustrate how to apply the salary system and inspiring mechanism reasonablly, to establish the reward system and project performance risk bond scientifically and to stimulate the personnel's responsibility and positivety in management staff with the aim to reduce the cost of project, promote its profit rate and realize the mutual gain of both construction unit and management personnel.
