The development of the domestic press groups have stepped into a new era as the continuous emergence of new media, in which they face more intense competition and the human resources competition is the most important competition. Domestic press groups are institutions and practicing enterprise operation. The human resource management of the domestic newspaper groups is hovering at crossroad between the traditional personnel management and modern human resource management, and human resources are at a serious shortage. Based on the factors above, it becomes the most important and necessary to seek a suitable developmental strategy of human resources.Firstly, the writer combines the formal study and construction a SHRM model which is suitable for the news groups and on the basis of 3P model. The SHRM model discusses that what organization strategies and HR strategies and specific HR measures to improve the organization performance the news groups should take and in the new media environment.Then, the writer studies the mechanism of the model from the human capital theory. It is that SHRM combines the organization strategies and corporate culture and improve the performance by reducing human costs and improving the investment income. And it builds high capacity staff and competitive mechanism and arise the enthusiasm of the staff and improves the match of the human and position so that it can form a competitive organization and a strategic-oriented staff behavior to improve the organization performance.And then, the emergence of new media brings both opportunities and challenges for the press groups. On the other hand, the press groups have its own advantages in resources and some disadvantages. SWOT analysis shows that if press groups can fully justified the opportunities brought by new media, they will win in the competition with new media.Combining the formal analysis of press groups'strategies, the writer put the HRM in strategy. And it brings a"people-oriented"management philosophy. It introduces the science human resources management tools, establish an effective mechanism for the use of the talent development. The specific strategies include the implementation of effective human resources strategic planning, introduction of the Balance Scorecard into performance management, motivation by the individual development incentives, team incentives and spirit incentives according to the characteristics, establishing sustainable development in the training system, creating a learning organization from the organizational level, making both the groups and individuals keep making progress to adapt to the current development needs.At last, the writer uses the model to analysis the HRM of the Press Group A. We find many unreasonable points in its structure of its personnel found through the analysis of the status of human resources management, such as the editors tend to younger, lack of the personnel with all kinds of knowledge, acute shortage of senior management personnel. And the major problems in management are unreasonable salary structure, performance management is superficial. The reasons of these problems are the backward management model and management methods the press groups used in the past long time...
