Sheng Bang Plastics Pipe System Group (SBP) is confronted with the harshest market competition after ten years of development. Whether it can survive and develop depends on the formulation of competitive advantage of effective management, which comes from the management of human resources. But after 10 years of development, the formulation of competitive advantage in terms of HRM has been hindered by the incomplete system and the imperfect function of HRM. Based on the strategy of the corporation, the context of the HRM research mainly include: (1)The paper review and evaluate the theory relative to strategy and HRM, focus on the fitness of HRM and strategy ,and the programming model of strategic HRM. (2)The paper study the strategy of SBP with the help of Five Forces Model of competition, SWOT model and questionnaire investigation. The paper also tries to find the primary reason for the problem of HRM and clarify the direction of HRM strategy in SBP. (3)After questionnaire investigation and analysis, the paper tries to find the strategic direction and design the function system of HRM. (4)Conclusion and the limitation of the paper, HRM should be based on the strategy of the corporation, only in this way, it can be in the right direction. That is also the significance of HRM research that based on corporation strategy.The methods that used in this paper include: comparison, case study, questionnaire investigation, interview and statistical analysis. The study model of the paper mainly include: SWOT model, five forces model of Porter, strategy human resource management programming model. The analysis of questionnaire mainly uses the software of SPSS, analyze frequency and character. On the basis of corporation strategy, the final goal of HRM is to implement the strategy successfully, ensure that the corporation can develop continuously and promote the formation of competitive advantage in terms of HRM. As it is not strategically, the HRM of SBP can do nothing with the rapid changing of the environment and even more fierce competition, which result in the blindness of the operation and hindering transformation from the internal advantage to the competitive advantage.Through the questionnaire investigation, the paper finds the strategic direction of the corporation. So the strategic direction of HRM and how to establish the function system and make out the way to realize the function strategy are determined. All of these are greatly importance to the Strategic Human Resource Management of SBP.
