Nowadays is the times of knowledge-based economy, which is also the talent economy. Media, which is found on the base of high serried talents, is the important composing of the knowledge-based economy. Behind the big diffuse warfare of media is actually the competition of talents. If leaving the essential kernel of the talents, the development of media should be the water which has no headspring and the tree which has no wood. It is necessary to depend on an excellent,high-efficiency and new pointed knowledge,managing team of high serried talents to ensure the natural operation and competitive predominance of media."At present, the media organizations of China are transforming from the model of government and enterprise departments to the model of manufactures and corporations, and from dispersive management to aggregative management." During the tremendous change and under the position that media is increasingly becoming internationalization, media's market mechanism,media's management mechanism,benefit's main structure and media's capital structure have all changed. During the course that media's industrialization and collectivization is becoming quicker, there are many problems to face to, especially the matter of re-conformity and exploitation of human resource. Now the traditional human management system does not match the modern media industry. The interior management mechanism of the media which is operating now has not jumped out of the situation of planned economy; even many medias just stay on the status of human management to follow the model of administrative management that can't to fit the need of media's market economy. During the transform days of media, the traditional experienced,planned and single human resource management conception must be changed. How to find a logical and legal human resource management system of media is the problem to be solved immediately in the transform of media at present.This article mentions that during the new times of socialistic market economy, it should introduce into the new conception of ability management to find out the problems in the human resource management of media during the transform days, and to analyze the actuality of the human resource management of media from conception and idiographic management aspects. Then Jiangsu Broadcasting Corporation is taken as an example to analyze concretely to find out the obstacles that block the development of the human resource management of media and analyze the puzzledom the human resource management of media is facing to at present to put the new conception "ability management" into the human resource management of media.
