The Evaluation And Econometric Analysis On The Development Of Circular Economy In Yangtze River Delta

The research on evaluation of regional circular economy development is complicated and systematic. By drawing lessons from the newest achievements of circular economy exploration both at domestic and abroad, an evaluation system was established that comprehensively reflects the state of circular economy. These indexes were synthesized into five principal independent factors by using factor analysis. Each principal independent factor represents one of main aspects of circular economy development in Yangtze River Delta. Then, further econometric empirical analysis on two of aspects was given. At last, some constructive suggestions to the circular economy development in Yangtze River Delta were proposed.There were six sections in this article:The first section: The fruits of circular economy. From the quantitative point of view, it has analyzed the exploration process and development trend of both foreign and domestic circular economy objectively.The second section: The theory and theoretical foundation of circular economy. It structured the theory frame of circular economy by analyzing concept, principle, essential feature and theoretical foundation systematically.The third section: Foundation of an evaluation system and the study on circular economy development in Yangtze River Delta. Based on the fruit of circular economy assessment, an indicator system of Yangtze River Delta has been established according to Eco-efficiency, containing 14 indexes. By comparative analysis on 16 cities in Yangtze River Delta and 7 cities in other areas of country with the method of factor analysis, the result showed there were five principal independent factors in circular economy development in Yangtze River Delta. By clustering analysis on the result, it was demonstrated that there were difference in the level of circular economy development of 16 cities. Each city should have their own strategy emphases of circular economy based on their own advantage and weakness.The fourth and fifth sections were the econometric empirical analysis on the factor of"saving energy and reducing the emission of pollutants"and the factor of"investment and product in environmental protection and science and technology".The fourth sections analyzed the change of volume of industrial waste gases emission, volume of industrial waste water discharged and energy consumption per unit of gross domestic product in Yangtze River Delta by using Environment Kuznets Curve. The conclusion is that the regression curves showed some characteristics of EKC, but the trace was not exactly same. Stern environment protection policies should be established to assure the realization of"inflexion"based on the benefit of the whole Yangtze River Delta region.The fifth section analyzed the state of"investment and product"by an econometric model, testing the value of TFP in Yangtze River Delta from 1990 to 2005. After the comparison of the result with developed countries, we draw a conclusion that the contribution of TFP to Yangtze River Delta economic growth is relative small, Yangtze River Delta's economic growth is mainly dependent on the capital input. According to Porter's four-stage partition standard of economic development, which on the basis of competitive advantage of economic elements, Yangtze River Delta is on the transition period from "the stage pushed by investment" to "the stage pushed by innovation". Then, we analyzed the development state of science and technology in Jiangsu Province, Zhejiang province and Shanghai, the result showed the whole area's improvement of science and technology in Yangtze River Delta was restricted in some extent by the interior imbalance of development in science and technology.The sixth section: The policies and measures of Yangtze River Delta developing circular economy. From the aspects such as enhancing legislation on circular economy and carrying out policy of saving energy and reducing the emission of pollutants, upgrading integration of Yangtze River Delta to ally to carry out environmental control, upgrading technology innovation and changing economic development mode faster, it analyzed and proposed the policies and suggestions that should be taken to Yangtze River Delta developing circular economy.
