Circular Economy is a economical developing model which base on the continually recycling of substances, and it demand that economical activities should follow natural ecosystem model, in order to make up a "Recourse—Product—Renewable resource" nonstop circulation moving process of substances. The essence of circular economy is ecological economy, guided under the principle of "reduce, reuse, recycle", the bringing up of circular economy contribute a lot in fording solution of problems about environment and development, it is the optimum way in sustainable development in present day, objective demanding when the economy development reach a certain level, and a chosen developing strategy of our country in the 21st century as a whole .The establishing of a circular economy is a complicated systems engineering, which needs the participation from the Government, enterprises, sciences, publics and any aspects of the society, with the help of policy and legislation, with the encourage and guidance of marketing measure, building up a circular economy developing model gradually from small business, industrial parks and social communities.This article mainly comprises the following five sections:The first section: The bringing up of circular economy.
