Study On Appraisal And Countermeasure Of Circular Economy In XinJiang

Along with the steady development of society and progress of social productive force is the widespread damage of ecology; at the same time, environment and resources have been a tight restriction on sustainable development. Against this background, one reasonable reflection on sustainable development is the adoption of a circular economy, which is also the best way to realize sustainable development.Xinjiang's economic and social development recently have maintained sound and steady growth; however, a fact is that the ecology of the region is rather fragile, and traditional industries occupy the main body; also, energy consumption of many sectors, industries, and products produced is relatively high, a result of which is that emission of pollutants are increasing with the economic development, and the trend of environmental deterioration is more obvious. Seeing from another aspect, the region's national income per capita is over $1000, which, according to international experience, indicates an important new stage when golden opportunity and emerging conflicts exist at the same time.To implement in a well-rounded way the strategy of building China into a society of moderate prosperity, the traditional mode of economic growth with a high consumption of natural resources and environmental pollution should be reversed. In this sense, a new mode of development should be adopted, and circular economy is one such important platform for development, and it is also an effective way to change growth mode and building a conservation-oriented society, and a strategic choice to realize western development, reflecting the demand of scientific perspective on development.Based on the above analysis, the present thesis expounds the topic from the following aspects: First is a general analysis of the concept of circular economy from its origin, theoretical basis, and we give an in-depth analysis of its principles adopted. The view we hold is that the different description of the principle 3R run through the whole process of the development, production, circulation, consummation, and recycling of resources with the same nature.Secondly, presenting an objective description of Xinjiang's development gap between different parts, large consumption of energy, and the deterioration of ecology, we analyze the necessity of developing circular economy here. Also by analyzing the polices on circular economy, its planning, experiments at selected points, and case study, we give a qualitative analysis of the present state of the circular economy.Thirdly, by using an index system of circular economy and using different levels of analysis we give a comprehensive evaluation of the possibility of adopting circular economy in Xinjiang. We find that circular economy is at the starting stage in Xinjiang; based on the above conclusion, we also analyze the existing problems and shortcomings.Fourthly, based on the above results, the regional characteristics of Xinjiang, and from the principles of circular economy, technology systems, the focuses of circular economy and some related laws and regulations, we present corresponding principles for developing circular economy in Xinjiang.
