China exist huge regional differences. At present, many coastal areas have experienced development bottlenecks differently, such as land resources, manpower resources in short supply, shortage of water and energy, environmental decline in capacity, urgent need vacated space for the development of capital-intensive and technology-intensive Industry through industrial upgrading and transfer, but in the threat of hollowing out of industry, the coastal area is insufficient of motive force. On the contrary, the central and western regions spend a lot of energy in attracting investment but with little result. How to resolve such information asymmetries and power shortage problem in the process of industries transfer are before us and urgent need to be solved.Take Guangdong Province as an example, this paper presents a concept of Core Competence of the Government and use the principal component analysis proved that the Pearl River Delta region exist comparative advantages than two wings and northern mountain regions in the core competencies. Then Use data prove the wings and northern mountainous areas have comparative advantage in land, labor force and other elements. From the perspective of regional co-corporation, we extended trust system to land trusteeship from the property trust, and build a new theoretical model - Land trusteeship, achieving a balanced regional economic development and narrowing regional disparities. We then analyze the establishing conditions of the land trusteeship from the view of the economic point, and the policy need of its use in the regional development.
