With the fast development of China economic society and the acceleration of economic globalization, how to improve the comprehensive ability of China telecom industry to adapt the update need of the new century and plays its important role in China economy has been a strategic task which launched by the central party. Among those, how to build a intergrated performance evaluation system which can show a scientific view on development and political achievement, is a very important realistic work.There are four chapters in the paper. First, it finds out the main problems and clears the research direction through the analysis on China Unicom. Second, it states the international and domestic situation of leaders performance evaluation system. Meanwhile, it else introduces the traditional and new theories, methods, and patterns of leaders'performance evaluation system. Third, it builds the framework and analysis steps of performance evaluation system at the basic of choosing BSC, AHP, and FCE as the performance evaluation methods for China Unicom leaders. Forth it makes sure the index of the China Unicom's leaders'performance evaluation, by using BSC , make sure the rate of the index, by using AHP builds up the standards of performance evaluation. Fifth with the background of Chinaunicom, analysis the by practice of the Chinaunicom operation condition from 2004 to 2005 ,with the performance evaluation system, then give some advice for the development of the Chinaunicom .Result is testified,the performance evaluation system has strong operatability and practical value, it provide a method and come into effect.
