Analysis Of Influence That Environment Exerts On Independent Innovation Of High-tech Enterprises In Heilongjiang Province

During the process of innovation, enterprises need to introduce new innovative elements from the outside. It indicates that innovation is closely related to the external environment which enterprises are in. The innovation environment will have a direct impact on both enterprises' innovation willingness and ability to innovate. Comparing high-tech enterprises in Heilongjiang Province with other advanced areas, there are still significant gaps in the overall level of development, technological innovation capability, chief position in innovation and other aspects. In order to narrow these gaps, it is necessary to make an intensive study of innovation environment. Through the innovation environment construction, we can enhance the innovation status of high-tech enterprises, increase their ability to innovate and encourage and help them to innovate.First, based on independent innovation theory and innovation environment theory, this paper divided the environment which would affect the high-tech enterprises in Heilongjiang Province into 6 factors: policy, market, resources, social services, technology and culture. Then, through current situation analysis, this paper discussed the relationship between environment and innovation.Next, this paper analyzed the action principle of each environment factor and then came after the hypotheses. On the basis of the hypotheses, this paper constructed an empirical model for this research.Finally, this paper choosed structural equation model (SEM) as an analytical tool to prove the rationality and applicability of the foregoing empirical model in this research. According to the result, this paper found that technology, social services and culture played the most important part in furthering independent innovation of high-tech enterprises in Heilongjiang Province. Market and resources acted a minor role with policy coming last. In the end, this paper put forward some proposals for the construction of innovation environment.Result of this research may give some theoretical bases for relevant government sectors to take proper measures to make innovation environment better, which would be favorable for increasing high-tech enterprises' capability of independent innovation and speeding up the development of high-tech industry.
