The Input-Output Research On Independent Innovation Of High-Tech Enterprises In Hefei-Wuhu-Bengbu

To implement the spirit of General Secretary Hu Jintao’s instructions, Anhuiprovincial Party committee and Anhui provincial govement decisive constructHefei-Wuhu-Bengbu independent innovation comprehensive reform pilot area inOctober,2008. As a national key construction content included in the national“Five-Year”development plan of sicence and technology and national independentinnovation ability construction planning,Hefei-Wuhu-Bengbu pilot area became thefourth national demonstration zone of independent innovation following BeijingZhongguancun,Wuhan Donghu and Shanghai Zhangjiang in November,2011. Thekey of independent innovation is enterprise.And independent innovation is theenterprise to improve the level of science and technology and economiccompetitiveness.The traditional enterprise independent innovation ability isweak,lack of independent inovation input and output, but the High-tech enterprisesis different.High-tech enterprises have strong power of independent innovation tomaintain the competitiveness. As the “locomotive” of independent innovation,the high-tech enterprises will play an important role in construction of Hefei-Wuhu-Bengbu independent innovation comprehensive reform pilot area.High-tech enterprises will invest substantial resources for independentinnovation activity,which is a big risk.So Enterprises have to control scale andefficiency well,which can avoid risks effectively.This paper studies the concept andconnotation of the high and new technology and independent innovation fristly, andanalysis input-output status and problems about independent innovation ofHefei-Wuhu-Bengbu high-tech enterprise.Then building evaluation index system ofindependent innovation with the combination of subjective and objective methods,this system can reflect comprehensively and scientifically Hefei-Wuhu-Bengbuhigh-tech enterprises input and output of independent innovation.According toHefei-Wuhu-Bengbu high-tech enterprises related survey data and C2R-DEA andBC2-DEA model,this paper evaluates scale and efficiency of input and output’sindependent innovation resource of338high-tech enterprises in Hefei-Wuhu-Bengbu pilot area.Finally, with the DEA-Tobit two-stage method this article considers the efficiency of independent innovation from the enterprise’s internaland external aspects,including the quality of science and technology personnel,thelevel of technical progress of enterprises,enterprises’inernational competitiveness,firm size,support of government and financial institutions, industrial agglomerationand innovation environment,and proposes the suggestions to increase the input andoutput efficiency of independent innovation of Hefei-Wuhu-Bengbu high-techenterprises.
