An Application Study Of Purchase Management System And A Design For Purchase Procedure Optimization On Xi'an XX Aerospace Institute

It is no longer the simple business relations but a strategic question for modern enterprise's purchase management. The military industry enterprise currently can't adapt to the market competition well because of traditional management mode and special management request. This paper proposes that supply chain theory, based on purchase management research and highly effective purchase operation, plays a crucial role in capable of building core competition ability in military industry company.It has been analysed for present purchase management situation and necessity of establish supply chain management mode in Xi'an XX Aerospace Institute in this paper. The supply chain management theory is cited by checking problems, analyzing reason, putting forward solution, and gradually practicing scheme. It mainly includes establishing supply chain purchase, evaluation and selecting provider, optimization of purchase procedure operation and so on. It has been proposed for new supplier classification management project, strategic partner communication and establishing novel provider evaluation system. It emphatically employs for the double systematization management and the specialist multi-level analyses in the article. It is noted that the new purchase department structure and the purchase management information platform are designed. It is proposed for purchase procedure optimization solution considering the purchase cost effectively control, purchase efficiency improvement and so on. It has found that the purchaser's enthusiasm and purchase work's foreseeing have been enhanced by improving achievement evaluation system and creating trans-departmental purchase group. The results show that new purchasing management system is including reasonableness of perception , maneuverability of purchase procedure, and feasibility of technology after preliminary implementation and evaluation.An application study of new purchase management mode based on the supply chain management policy, plays a positive and progressive role in Xi'an XX Aerospace Institute. Hopefully this will be benefit to supplier selection and purchase procedure management in in other military industry enterprise.
