Now it is the time for business globalization, which is particularly determined by the fast development of information, telecommunication and transportation infrastructures. Although the globalization gives companies many opportunities, it also makes them face more threats from the global competitors. Under such a condition, a huge number of firms are seeking to increase their competitive strength by a variety of ways. One critical factor for companies to survive and development in a competitive environment is to understand how to use their human resources efficiently. As a part of human resource management, performance management can largely improve firms'competitive strengths by its way to combine companies'over all strategies with employees'daily activities.Performance management is one of the vital implements and tools in the humanresource management of the modern enterprise. Being known as the sound method of the business strategy management and the core component of the human resource management, it is an effective approach to carry out performance management that integrates the human resource, increases performance level, obtains the competitive advantage of enterprises. Although its important influence upon the enterprise competition has already realized,here existed some misapprehensions and problems in the course of the implementation and operation,which resulted in a not good outcome in execution. To a domestic enterprises, especially a small or mid-sized enterprise in its developing stage, establishing a scientific and practical performance management system which could meet the requirements is a work of great significance.The paper take Zunyi tobacco Corporation as an example, The paper explored how to effectively carry on the performance management for employees,based on the concerned theories and taken the performance management in Zunyi Tobacco Corporation as a typical example.In the paper the theoretical principle of the performance management was firstly introduced,and then the practical problems in the Zunyi Tobacco Corporation were analyzed,at last the solutions and some advices on how to improve it were also provided for reference. Embarks in the countermeasure from enterprise's actual present situation, through analyzes the Zunyi tobacco Company achievements management system present situation and the question, by qualitative primarily, quota for auxiliary and theory union actual research technique, proposed uses the balance scorecard to establish the KPI system, and divides three levels to carry on the achievements appraisal system to explain with examples.Specific method is:with balanced scorecard to keep balance of finan customer,inside process and study and growth and to establish key performa indicators based on company's development strategy;In company's performance indicators system frame,combing department work duty and work objective to use balanced scorecard to establish key performance indicat system;In department key performance indicators system,combing post analysis to determine post key performance indicators,and analyzi describing post key performance indictors and setting index weight.
