The enterprises of various countries are facing the fierce market competition at present. To improve the competitiveness and adaptability of enterprises, systematic strategically planning, scientific market analysis, normal management operation, careful customer service and outstanding staffs team etc. are all indispensable. It seems especially important to improve enterprise's performance level. The improvement of performance in the individual (the staff) aspect is the foundation of that of enterprise's whole performance level. Because of this, performance management of enterprise staff becomes the subject concerned by business circles extremely. Effective communication runs through the whole course of performance management all the time. Though a lot of enterprises have realized the importance of staffs performance management, and having adopted a lot of implementing methods, but the result is unsatisfactory.Because of the above background, this text adopts the discussion of successful experience and existing problem of the performance management of ZunYi Cigarette Factory, great efforts were made to explore a set of scientific, reasonable performance management systems suitable for this enterprise's development, thus to improve the effect of performance management , bring up a number of high-level enterprise talent's teams and make this enterprises gain and develop the advantage for a long time in the fierce market competition. By studying and analyzing, the following conclusions were drawn in this paper:1. The rolling assessment should be the foundation among performance management activity (including perfecting the performance appraisal system, examineterms and enriching the examine means etc. constantly);2. In the management activity of the performance, the other management measures should be connected with performance management and mutually promoting (performance management is a work of promoting and perfecting of every managements), the effective and lasting communication is the soul of the performance management.
