The 21st century is days of knowledge economy. Knowledge Management is the natural outcome of the rapid development of IT. An organization is made up of different types of knowledge. The knowledge is stored in the process,regulation and rules,also as best practices,technologic knowledge,customer trust,MIS,culture and so on. In corporation operation,the most important input and value source is knowledge. The principal operation mechanism of corporation is in its creating, transferring,integrating and applying knowledge assets,especially tacit knowledge. Tacit knowledge is the motility of technologic innovation,crucial source of competitive advantage as well. However,research on transfer,development and utilization of corporation tacit knowledge systematically is lacking.This study investigates meaning,classification and process of tacit knowledge transfer,analyzes knowledge management strategy based on tacit knowledge explication. Then,this study presents tacit knowledge explication process model based on the existing research,which analyzes knowledge sharing,transferred and creating in the process of tacit knowledge explication. Then a set of estimating system of level of tacit knowledge is been constructed. Different weights are given by AHP,and then by using Fuzzy Evaluation a company's tacit knowledge explication level is assessed, which demonstrates the estimating system is reasonable. In the end, some suggestions and measures are recommended based on the model and estimating system.
