In the foundation of summarizing several companies whose the achievements management in the leading position, the Balanced Scorecard (BSC) was proposed by Prof. Robert·S·Kaplan of Harvard Business School and Mr. David·P·Norton, CEO of Renaissance Solutions. The BSC not only changed the traditional thought of utilizing sole financial indices to carry on the achievements appraisal, but also promoted companies establishing management system which can help companies to achieve the strategic target, thus in the product, the flow, the customer and the market development and so on essential domain causes the enterprise to make the breakthrough progress.Since the BSC has appearance, it obtained the widespread application in the global management practice, by an original breakthrough financial indices limited achievements assessment method, transforms the strategic management tool.Along with our country joined in WTO, the oil market opens gradually, our country Petroleum Companies faces the competition is intense day by day. The evaluation methods of the Petroleum Companies'performance are comparatively traditional and usually companies use financial indices as the major methods, neglecting the integration of business strategies and the driving factors for profit into the performance evaluation. Therefore our Petroleum Companies'achievement assessment method needs to improve. The BSC as advanced management tool can help our Petroleum Companies carrying on the strategic management. Because of this, this text will study the application of the BSC in the Petroleum Companies.This article has carried on the summary to strategic achievement appraisal's starting and the development, analyzed the relation between the achievement appraisal and the business goal, and elaborated the BSC theory. Based on this, analyzed the goal and the principle of establishing the strategic achievement appraisal system based on the BSC, and elaborated strategic achievement appraisal system of our Petroleum Company according Petroleum Companies'characteristic. In the article, in union CNPC's characteristic and strategic target, carried on empirical analysis according the CNPC's data. At last, obtains the countermeasures and the suggestions of strengthen our country Petroleum Companies'strategy achievement appraisal according to the analysis.
