The performance examination and appraisal management system is the center of establishing modern enterprise human resource management system. It is an important and new problem to domestic enterprises, how to design and establish a performance management system which is scientific and accord with Chinese situation and also suit to the enterprise strategy development. In this paper, based on the basic theory of performance management, after analysis the present situation and main problem of performance management in Yingkou Port Industry Company, a new performance examination and appraisal management is designed for the company. The first part is introduction, introduce the organization, business and present situation of performance management, also introduce the importance of performance management; the second part is a brief introduction of related performance management research, give an all-sided introduction about the meaning, content of performance and performance management; the position and function of performance management in human resource management. In the third part the present situation of performance management in Yingkou Port Industry Company is introduced and analysis in details, the problems existed in it and its reasons are taken apart. The performance management system of Yingkou Port Industry Company is designed based on the present situation of the company, and using the related theory and method. The forth part is implement insurance for the operation of performance management system in Yingkou Port Industry Company.During the design, I make a further study of performance management, and also analyze the present situation of performance management in the Yingkou Port Industry Company, on these bases I design the performance management system combined with the related performance management theory, and examine its practically effect during the operation of performance management system.The performance management system designed in the article is working in the company now, but there still are some shortages in it, more research should be gone deep in.
