A Study Of The Strategies For The Intensive Use Of Urban Land In The Guide Of Smart Growth Theory

China has many people,while the field is very few. The land resources are gravely deficient. The phenomenon of city spreading at present is grave,leading to the waste of city land resources,being unable to use it effectively.Answering to the increasing and spreading of the USA metropolis,the planning boundary of USA brought forward the Smart growth theory as strategy and technology measures. Its core content is: taking full use of the urban storing space,cutting down blind sprawl; Reinforcing the reconstruction to the communities,redeveloping the brown fields,to save infrastructural facilities and public service cost; Urban construction is concentrated relatively,and the residential units are concentrated,while living and employment place are close to each other,to cut down infrastructural facilities and the construction and using cost of the building. The main principles of smart growth can be divided to five aspects: Harmonizing in the whole region and bringing forward resolving measures to the problems exceeding the local category; Improving efficiency of the energy and the public facilities by restricting service areas; Protecting the edge areas and the open spaces of the big cities; Remotivating the energe of community; Providing the available housing. Some concepts of smart growth theory enlightens the theory study and practice of Chinese intensive use of land resources,such as harmonizing in a region,urban boundary,compact form of land use,TOD,protecting the edge areas and the open spaces.Wu Han City sprawls in recent years,while the exploitation intensity of part area is not high,following irrational structure of land use. This paper summerizes several stratiges to Wu Han from the smart growth theory: Encouraging harmonizing in a regional; constituting science land use planning; Ascertain the urban boundary; Reinforcing the exploitation of the storing lands in the exsting area,Encouraging compact city; Reinforcing the exploitation of the land along the subway;Advocating the TOD form of land exploitation; Protecting urban edge area,lake and other open spaces resources; Improving the management level of land resources,to promote intensive using of urban land.This study adopts both induction and deduction as research methods mainly. The conclusion has active significance to the intensive use of urban land in our country. It can provide bases and references to the future research in this area,while creating a new visual angle and methods for designing of urban planners.
