The city is the place of human activity and the carrier of human’s production andconsumption concentratedly. Urbanization is the objective requirement and the inevitableoutcome of economic and social development. Land provided the material base and thebearing space for the urbanization, and urbanization promoted the urban spatial expansion,especially the expansion of urban land use. Rational urban land expansion can promote thedevelopment of urbanization, on the other side, irrational urban land expansion willbecome a stumbling block for the development of the city in the long term. At present a lotof cities of our country occupy large land in order to promote the urbanization and result inexcessive expansion of urban, and bring a series of questions: abusing fertile land,ecological degradation, traffic jam and so on. The introduction of oversea smart growththeory has certain directive significance to solve the problems of urban land expansion.The paper combined with the knowledges of urban planning, land use planning andgeographic remote sensing. It made the11cities of Hebei provice to be objects of study,and made the urban land scope that was interpretated from TM/ETM+images of1990,2000and2010to be data of study, and made the GIS to be metheod of study. Firstly, thispaper stated the related concepts and theoretical basis of urban land expand which wasbased on the smart growth theory, and then structured the evaluation system of urbanland expand which was based on the smart growth theory, including scale desirable degreeevaluation, layout desirable degree evaluation and benefit desirable degree evaluation, thenexplored the features and problems of urban land expansion during the process ofurbanization, finally, we put forward some city smart growth countermeasures andsuggestions.The main conclusions are as follows:(1)Making TM/ETM+remote-sensing image to be data source,and using the methodsof computer classify and labor interpret, this paper confirmed and collected the urban landexpand boundaries of11cities of Hebei in1990,2000and2010.(2)After researching the evaluation system of urban land expand and smart growth athome and abroad, this paper established an evaluation system of urban land expansionsystematically from smart growth theory, including three aspects that were scale, layoutand benefit. Scale desirable degree included the change of urban land use scale, the speedof urban land expansion, the strength of urban land expansion and so on. Distribution desirable degree included urban land expansion characteristics, urban land expansion typedefinition and urban land expansion range analysis. Benefit desirable degree includedurban land expansion elasticity analysis.(3)The paper proposed the main characteristics and problems of urban land expansionin Hebei province, the details was follows:①urban land expansion presented this trendfrom fast to slow, from disorderly to orderly;②the degrees of urban land expansion ofevery cities were different;③the expansion of low density of mining warehouse landwas the main aspect of urban fringe area expansion;④the urban land expansion focusedto coastal areas;⑤road traffic drove the urban land expansion;⑥the adjustment ofadministrative divisions promoted the urban land expansion;⑦the growth of populationand economic drove regional urban land expansion.(4) The paper put forward the strategies and suggestions to realize city smart growth,the details was follows:①we improved the overall land use planning, and formulated theland use planning of city fringe area and coastal zone;②when connecting city planningand land use planning, we should formulate a unified city growth boundary;③weenhanced urban land intensive use management, and push the urban fringe area and coastalarea conservation and intensive policy;④changing concepts, we should construct theregional coordination mechanism;⑤developing public transport ensured the trafficaccessibility;⑥we should establish an independent monitoring group for the multi-partyparticipation in decision making.
