| The process of urbanization is actually the process of the scale of urban economic and urban population growing, the urban geographical space constantly expanding. This means that the expansion of urban land and increased demand of urban construction land. Some local governments one-sided pursuit of economic benefit, blindly widening city framework, priority meet the needs of construction land, good cultivated land occupied peri-urban, not only resulting in the loss of cultivated land and grain production capacity decline, but also lead to poor coordination of urban expansion and inefficient use of land within the city. One of the great challenges of China facing to in the future is how to rationally and scientifically solute to the contradiction of urban growth and cultivated land protection. Therefore, it has important and far-reaching significance to research the relationship between the potential land resource use and city smart growth, introduction the theory of smart growth to china's city land-use practices, find the pattern of potential land resource use guiding city smart growth for protecting good cultivated land occupied peri-urban, ensuring food security and enhancing the capacity of urban sustainable development.Zhu Madian city is as research area in this paper. With Remote Sensing and Geographic Information System, the image is interpreted, and investigation is carried into execution, then the potential land resource map was portrayed. Based on urban capacity concept and the result of potential land resource filled suitable evaluation, six kinds of different development density are used to estimate the potential land resource capacity. A evaluation system is built basing on five factors about intensive use to evaluate and analysis the intensive use level of Zhu Madian city with Analytic Hierarchy Process and Composite index of land intensive use model compared to before. To objective reflect the impaction of potential land use on urban growth, analysis on driving factors of urban growth as basis, reference to the method of according to the scale of the urban population and per capita land to forecast the scale of urban used in the urban master plan, a model is built based on potential land resource use to forecast the scale of Zhu Madian city in 2010 and 2020. The result is compared with the forecasted result of the urban master plan to determine the impaction of potential land resource use on the scale of urban growth. The urban growth border after the potential land used is determined within the master plan border. With the result of agricultural land classification, the grain production capacity of saved cultivated land can be count. Main research results:1. With Remote Sensing and Geographic Information System, the Zhu Madian city 1:1million digital orthophotograph map produced from SPOT-5 satellite image is interpreted, and investigation is carried into execution, then the potential land resource map was portrayed to find details about the potential land resource amount and distribution. With urban capacity concept, the result of potential land resource filled suitable evaluation is found. The potential land resource's uses are determined and six kinds of different development density are used to estimate the potential land resource capacity. The smallest capacity is 239.76 hm2, the largest capacity is 274.84 hm2, the average capacity of six kinds of filling density is 257.30 hm2.2. Based on the analysis of affect factors of intensive use of land, five factors, such as land use intensity, land input intensity, land use benefits, land intensive use trends and land sustainable use trends, are selected to construct the intensive use of land evaluation index system to evaluate the level of intensive use of land of Zhu Madian city with Analytic Hierarchy Process and Composite index of land intensive use model. The result shows that the composite index increased 4.52 percentage points after the potential land are filled, effectively promoted land intensive and highly efficient use.3. Reference to the method according to the scale of the urban population and per capita land to forecast the scale of urban used in Zhu Madian City master plan (2006-2020), a model is built based on potential land resource use to forecast the scale of Zhu Madian city in 2010 and 2020. The result is compared with the forecasted result of the urban master plan. The result shows that the size of Zhu Madian city forecasted by model is smaller than that of the master plan. By the year 2010, 412.25hm2 land can be saved. By the 2020, 705.91hm2 land can be saved.4. Reference to Zhu Madian City master plan (2006-2020), with space superposition function of GIS, land use map and urban master plan map are overlapped, the urban growth border can be determined of Zhu Madian city in 2010 and 2020.Based on principles such as continuity of space and border integrity, the urban border after potential land used is determined within the master plan border. Cultivation land can be measured in 2010 and 2020. With the result of agricultural land classification, the grain production capacity of saved cultivated land can be count. The result shows that 311.22 hm2 cultivated land can be saved and the grain production capacity is 3902657kg in 2010, 571.25 hm2 cultivated land can be saved and the grain production capacity is 7545579kg in 2020.Therefore, the potential land resource use can effectively control the spread of cities, raise the level of the urban use, promote the city of optimizing the allocation of land resources, avoid the"urban disease"coming up. It can play a positive role on stabilizing cultivation land area, ensuring food security, raising the level of city smart growth and the ability of sustainable development. |
