Through using G-PEST, "five kind of strengths models" and EFE matrix, the article analyzes the Company's external environment and internal condition, and make it clear what are the Company's opportunities and the threats, and what are the Company's strengths and the weaknesses.The next, XFGEC strategy formulation. With the analysis of the Company's internal condition and the external environment, the article formulates the Company's strategic target; and with the "SWOT analysis", the "QSPM analysis" and so on, the strategic plan is chosen and formulated.The third, XFGEC strategy implementation. Its measure mainly includes the soft resources development, such as the optimization of the organizational structure, implementation of the comprehensive budget management, the enhancement of the human resources and so on.
