Nurturing agriculture is an economic means of intervention, which first appeared in the economic development process of developed countries. The depth and breadth of it are closely related with the level and stage of economic development. The experience of the world's major industrialized countries has shown that, it's objectively inevitable that agriculture has to support industry and rural area helps urban area in the early industrialization; and it's also objectively inevitable that industry nurtures agriculture and cities support countryside when the industrialization develops to a certain level. As a result, we can conclude that nurturing agriculture is a historical phenomenon. However, it's difficult to finishing the changing from agriculture-feeding-industry to industry-nurturing-agriculture simply relying on market regulations. The profit-driven feature of resources makes it hard to change the one-way flow of elements flowing from agriculture with low returning rate and high-risk to non-agricultural areas with the opposite. That's why it requires governments to intervene its economic development.For those first industrialized countries, supporting agriculture is an inevitable result of a small agricultural sector and a product of the industrial structure optimizing. For developing countries, nurturing agriculture by industry is to do with its economic development strategy. In order to achieve certain economic development goals, central government often controls and influences the implementation of its economic activity, which is of the same discussing issue with this paper. From a strategic perspective to study China's industry-nurturing-agriculture is more in line with China's economic operation with imperfect market mechanism. More importantly, the purpose is to provide means and conditional analyses of the implementation of this strategy, and to offer a full set of ideas and related policy thinking for industry nurturing agriculture.At this stage, China's nurturing agriculture mostly shows Chinese own characteristics, which is proposed by the combination of China's basic national conditions. Those developed countries' agricultural supporting is mainly because of agricultural weakness and food security. But China's nurturing strategies mostly consider coordinated development of regional economic and national income level, in addition to the characteristics of agriculture. As a result, a strategic form of industry-nurturing-agriculture is more conducive to the coordination of regional and industrial development.This paper starts from basic theories and conflicts reality of the industrial and agricultural development. Through the analysis of the major changes process of China's economic development strategies, we sum up the restructuring needs of China's strategy of nurturing agriculture and explore the strategic choices of it. The unique feature of this paper is to analyze the overall strength gap between China and other industrialized countries through choosing several typical industrial countries as a reference. In addition, in view of the real fact that China's the big disparity between regional economic strength, we build an evaluation system of nurturing ability for local level using economic statistical methods. Through further analyzing the existing problems, we offer different policies and measurers of nurturing agriculture.
