| Since the year 2004, the Chinese government continuously put the solution of the questions about the agriculture, the rural and the fanners as the most important project. It's indicated that the questions about the agriculture, the rural and the farmers had been greatly set store by the Chinese government. It's also indicated that China has been changed from "Agricultural Nurturing Industry" to "Industry Nurturing Agricultural". As a Province with a great agriculture, the lag of the development of the agriculture and the rural economy, the reality that the farmer's income and the living standard cannot be enhanced for a long time, have already become the restriction of the industrialization and the economy development. Therefore, the implementation of " Nurturing Agriculture by Industry ", the realization of the harmonious development of the agriculture and industry, the city and the rural economy, have already become one of the key points of the social economy development in Hubei.This study takes the scientific development view as the instruction, persists applying the method of the theory to reality, synthetically utilizes the basic principle of the Development Economic, Agricultural Economics, Industrial Economics, System Economics and so on, follows the principle which the history and the logic unifies, adopts both the macroscopic analysis and the microscopic analysis, the real diagnosis research and the standard research, the quantitative analysis and the qualitative analysis as well as the comparative analysis and so on. On the base of the fully understand of the present characteristic of the agricultural development and the industrialization level, using the model " Nurturing Agriculture by Industry "of some industrialized counties' and areas' experience for reference, summarizes and analyzes the current practice of " Nurturing Agriculture by Industry " and the restraint condition in Hubei Province, exploring the effective way of the " Nurturing Agriculture by Industry " in Hubei Province, and proposing the corresponding countermeasure, in order to provides some beneficial instructions to the practice of the " Nurturing Agriculture by Industry " in Hubei Province, simultaneously also provides some beneficial references for the government department on formulating the policy and the measure of " Nurturing Agriculture by Industry ". Looking from the long term tendency, the economy grows of Hubei has certain impetus function to the harmonious development of its agriculture and industry, city and rural economy, but at present and in quite a long period, the economy grows cannot automatically cause the harmonious development of its agriculture and industry, city and rural economy. Therefore, in order to realize the harmonious development of the agriculture and industry, the city and the rural economy, the government and all walks of life should be participated in the implementation of the "Nurturing Agriculture by Industry ". At the present, the economy development in Hubei Province is experiencing the transformation that from the initial period to the intermediate period, the industry economy and the national economy need a further development, but the lag of the agricultural development restricts the development of the industrialization and the national economy clearly. Therefore, under the current situation, implementing " Nurturing Agriculture by Industry " in Hubei Province should do as follows: Firstly, unceasingly strengthen the strength of the industry economy, enhances its ability of nurturing the agriculture; Secondly, positively raise the self-dependence ability and the nurture-receiving ability of the agriculture; Thirdly, utilize the function of the industrial conjunction nurturing the agriculture, in order to realize the development of the agriculture and industry together; Fourthly, take the development as the center, comprehensively advances the socialism new rural construction in Hubei Province. |
