21st century is the century of knowledge-based economy. Based on such cognition,the Chinese government decided to switch the engine which drives the development of whole national economy to indigenous innovation in 2006. But indigenous innovation is anything but easy.In the face of kinds of theories of and unmature practice on indigenous innovation.,this paper clarities the following viewpoint:Indigenous innovation in China is paralleling the economic transition,this decides that China is insufficient for indigenous innovation in both theoretical understanding and practical preparation. Nowadays, indigenous innovation in China would neither be got done once and forever ,nor be taken place automatically. Indigenous innovation is not so easy just to solve the input bottleneck of resources. It's the fundamental resolution to the thirsty of finance that is to understand developmental rules,to change systems and mechanisms, and to optimize the actors of innovation. The co-existence of the scarcity of talents,the rigidity of systems and the low level ,leads to the long, hadship and complexity in the construction of National Indigenous Innovation Systems(NIIS)in China.In order to illustrate this standpoint,this paper analyses the NIIS in China both qualitatively and quantitatively.The qualitative analysis contains two facets: the growth mechanism of technological capabilities and the actors in the innovation system. The analysis of the growth mechanism of technological capabilities is abstract,hence universality, explains the causal relationship between the growth of technological capabilities and persistent indigenous innovation,synthesizes the organizational factors, technological factors and other non-technological factors such as market which affect the growth of technological capabilities with a categoty called "the growth space for technological capabilities".The analysis of system actors includes those innovation participants,such as the central government in the center of the governance structure of the innovation system, the universities who play dual role in both education and research, the public research academies and institutes which have been in the center of the reform of the reform of the science and technology(S&T)system for years,and thousands of national industrial corporations. The analysis method of every actor in the NIIS in China is consistent,is to review the historical paths of certain actor firstly, then discuss the actuality,challenges and chances it is facing in the construction of NIIS in China.On the basis of the qualitative analysis,the paper describes the possible status of the NIIS in China with the help of system dynaimics(SD) model, simulates some relative policies, and analizes the related factors may affect the estimated outcomes in the simulation on the basis of some conclusions in the qualitative analysis. In this process, the metrological analysis which underlies the SD model ,is a reform and application to the research of laws in knowledge production and accumulation of late-coming countries, which is based on series of related researches,while take the modern characteristic of the development in S&T into account. And the basic structure of the SD model is the three subsystems in NIIS, which are industy, education and the public S&T,the core is the growth of industrial subsystem's technological capabilities and the interactions among the subsystems.At last,the paper sums the policy arrangements for the indigenous innovation in China in the perspective of the growth of technological capabilities,and gives future research directions.
