Project management level needs to be improved.In this paper, it's explained the role and system's component of the project management organization ,with the basic form of conventional project management organizational structure ,and advantages and disadvantages of enterprise project management, it proposes the concept of the project management. In accordance with the differences of the contractual relationship and organizational management relations, it proposes project management model and its development trend, and it described the demands and hopes of project relevant stakeholders.The article contacts with Jinan Kingyue Highway Engineering Limited Company, uses the PEST method to analysis the macro-economic environment of the company, uses SWOT method combined with the analytical model Porter to deeply analysis the competitive environment and internal resources.The company faced opportunities and challenges as well as the advantages and disadvantages. The enterprise project management exist problems. Finally, the article discusses the building of the system and management process of the enterprise projects , put forward suggestions to the building of information construction ,enterprise culture and brand development. Through the analysis of development experience and the lackness of Kingyue company, it can bring reference to the development of other small and medium-sized enterprises.
