As the main work of human resource development, staff training is an important way for the development of the modern company. The staff training in China comes into being a normative system. But there still many questions in the real work. There is not an effective evaluation of training effects, which makes training formality. This kind of training can't enhance the stuff of the employee, which can't achieve the purpose of the economic efficiency of the company.By critically analyzing the various theories and researches on evaluation of enterprise training effectiveness, this paper, on the base of the character of enterprise training objectives and the process of training effectiveness transformation, brings forward to the comprehensive evaluation system for training effectiveness. Furthermore, some useful methods, such as Key Factor Analysis and the Balanced Score Card(BSC), are applied to gain of evaluation index of training effectiveness through four different levels.Finally, an empirical study is conducted to verify the effectiveness of the evaluation index, and in the course of verification, the methods of how to use the index are mentioned, and the research thought-way is brought forward.
