In the modern organization,the performance appraisal is an indispensable management tool,it is an important part of human resource management.They can periodically check the performance of employees through its work,thereby to tap the potential of corporate human resources,and promote individual and team to make positive efforts conducive to business goals of behavior,enterprise expected operating profit.For the purposes of state institutions,vigorously promote employee performance appraisal,can mobilize the enthusiasm of the staff unit to promote business growth and institutions.Only the performance management system design scientific and reasonable,in order to effectively stimulate their enthusiasm and initiative in order to promote human capital and give full play the role.Especially state-owned institutions,need to adopt a more rational approach to performance management,to ensure that employees work enthusiasm.Different industries,different units of the nature of the performance management system will undoubtedly have a lot in common,but more of a need to focus on the characteristics of the unit itself.Combined with the actual situation of the unit is designed to fit and reasonable,the combination of the performance management system for a business,a unit is essential.Therefore,this paper deeply analyzed each stage of MOA’s performance management and its effects.And according to the Institute of the MOA practical and effective performance management approach currently being pursued in-depth discussion and research,analytical methods they used and the results achieved,and to explore its worthy place to learn,and analyzes its current problems,make recommendations for improvement and measures to make it a better play.This article hopes to performance management through the MOA,Institute of success stories,the majority of state-owned institutions,especially the implementation of various institutes of the concept of performance appraisal method,hoping the introduction of modern management concepts,to promote the development of scientific research and assessment by competition,activate the overall employment mechanism,improve internal management efficiency,and ensure the healthy functioning of the organization and management efficiency and organization.
