With the development of information technology, the globalization of world economy is being quickened, the tide of recombination is surging forward. The telecom market has been opened up to the outside and the competition has been ignited. The complete services are required by the market. Under this background, China telecom system has experienced great changes. The total competition has appeared. Meanwhile the competition becomes fierce.As far as the China Telecom Group is concerned, there are opportunities and challenges as well. Whether the old telecom enterprises can adjust the strategy, change the inner system, react to the market quickly, satisfy the needs from the people, and adapt to the new challenge and competition, the enterprises have to stand a severe test. This article intends to make a theory analysis according to the reforming example happened in Inner Mongolia communication corporation huhhot branch from the point of human resource. In another aspect, this paper is meaningful for the system innovation deeply of the telecom enterprises in our region. The suggestions are offered to the future model of the organization development in Telecom industry in our region.The chapter 1 is about the background and meaning of the innovation in Inner Mongolia communication corporation huhhot branch. The chapter 2 introduces the plan about the reformation. The chapter 3 analyses the success and the shortage of the innovation by the theory. The chapter 4 looks forward to the prospect of the organization development in telecom.
