Now the government is promoting the development of informationization. In recent years every operator are changing roles from network operator to comprehensive information service provider, In current days every one are facing the situation of 3G licenses authorization and operators reorganization. In order to meet the demand of the competitive situation in future, how does China Mobile promote the level of informationization for the group customers by relying on its own advantage? The paper explained the concept of SMEs (Small and medium enterprises) informationization and analyzed position and barrier of SMEs informationization operated by China Mobile. The strategic management methods were applied to expound China Mobile' s strategy for develop SMEs informationization in the paper, which covered detail as following: 1) To find out core competency and key factor from the analysis of competition environment in field of SMEs informationization, based on the analysis methods of PEST , Porter 5 forces analysis, competitiveness analysis and other various means; 2) To propose the strategic program of SMEs informationization of China Mobile on the basis of SWOT analysis and competitiveness analysis.
