Along with the rapid development of information technology and economic globlization, the ecnomic environment, competitive situation, institutional framework., management mode and stakeholder's demands, etc, are all altering greatly. The enterprise management has entered the era of strategic management theme. In china, enterprises' performance management(PM) prefer financial guideline systems and short-time evaluation to non-financial guideline systems and long-time evaluation. These call out the revolution of tradtional PM system and the establishment of a new system which is coding with the enterprises' business environment and strategic demand.Balanced scorecard is born with the changes of interior conditions and exterior environment of enterprise. Balanced scorecard could comprehensively evaluate the outstanding achievements and competitive status of enterprises by establishing a complete set of financial and non-financial guideline systems, which is an effective strategic management tool for carrying out the targets of enterprises.In recent years, although balanced scorecard are introduced into management by many enterprises, the applicable effects are severely affected because of system integration between strategy and PM, unreasonable indicators of performance appraisal system, in-time feedback of the reasult from manager to the employee, weekness of the communicaiton and so on.Whereas, this thesis begins with the review of at home and abroas's advanced theories on performance evaluation, as strategic orientation to enterprise value maximization, mixes such theories' superior points, introduces an enterprise performance evaluation index system of stratrgic orientation——Dynamic Balanced Scorecard System(DBSS). Meanwhile, this thesis guides this system in Nanjing Payne Trade, Ltd., applying the methods of schema, pattern, sheet, contrast and so on. Based on the establishment of Payne's DBSS, Finally, this thesis summarizes the valuable problems in this application and gives the possible research aspects in the next future, whose aim is to bring illuminations to the existence and development of enterprises in daily changeable economic environment of modern times.
