Along with the development of the telecommunication industry, the telecommunication market increased fast and became the competition focus of the world. Achievements made in developing and introducing competition into Chinese telecommunication industry, are the extensive concern of countries all over the world. The telecommunication industrial monopoly was broken and the market competition among the five base telecommunication operators is becoming more and more radically in all businesses including the fixed-line voice, mobile voice, data service and multi-media service, etc. Heilongjiang Branch of North Telecom Company faces fierce competition, and has to compete with other operators in Heilongjiang telecommunication market, and is also confronted with other challenges such as fixed-line service substituted by mobile service, long-distance service substituted by IP, pure voice service substituted by information communications, etc. On the opportunities side, Heilongjiang Branch of North Telecom Company is in a good macroeconomic environment for its development, such as high growth of Heilongjiang Province GDP, e-commerce development, government e-transformation, enterprise information, especially the rapid development of internet communication which brings great growth point in broadband for the company. How to meet environment and seize the opportunity, is the important problem for Heilongjiang Branch of North Telecom Company to deal with when it makes the development strategy.This thesis takes the strategy formulation of Heilongjiang Branch of North Telecom Company as the research object. On the basis of explaining current situation of the development of domestic and international telecommunication industry, this thesis has summed up to summarize to relevant theory and practice. And the thesis analyzes the outer conditions from aspects of state of telecommunication industry, state of the market and competitive situation, indicates that there are some opportunities and challenges for the company. At the same time, the thesis evaluates the inter management factors. Firstly, strategic resources are analyzed, including tangible resources, intangible resources and manpower resources. Secondly, capacity of the company is analyzed, including the financial capacity and management capacity; At last, the competitive advantages and disadvantages are indicated. On this base, the thesis puts forward the corporate development object and strategy of the Company. At last, the thesis brings forward some countermeasures to ensure the realization of above strategy, such as setting up customer oriented marketing system, promoting the management system reformation, reinforcing manpower resources management, reinforcing telecommunication network construction and improving public relationships.
